Use of mine

I often hear people say: "this is my one" "that book is your one" instead of "this is mine" or "that book is yours".
I think it's a mistake but the fact that many people in England use this form makes me wonder if it is correct or not.

It must be a local thing. I've never heard it in the U.S.
