Use of 'is/are'+past participle

Hi,

I have seen in many places the usage of 'is/are' (e.g the letters are given to students. It is synchronized to the chip etc). This usage is not belonging to any tense form. Can you elaborate it's right usage?

Thanks,
Raghu
