Use of IS and ARE in plural sentence

We already know that as a basic rule in English, the word IS is for singular and ARE is for plural. But how can you explain two sentences that the subject is in plural form but both IS and ARE can be used. Can someone help me please, i have already checked from an online grammar checker the following sentences and both are correct:

Big waves is destroying the city.
Big waves are destroying the city.
