Grammar

Use of IS and ARE in a plural sentence

Can someone please help me answer this question. I have already checked the grammar on an online grammar checker and they are both correct. My question is why is it both acceptable? What is the proper english structure here?

Big waves are destroying the city.

or

Big waves is destroying the city
