" This means that his parents commanded him to resign. Sentence A) is not possible here unless you mean that his parents wanted us to be sure that Henry had in fact resigned. Sentence B) doesn't work anywhere, I think, unless you want the unlikely meaning that his parents wanted to make it clear that he ought to resign, but even then it is muddy.
