Use of infinitive or prep. phrase

How can you tell when to use an infinitive or a prep. phrase with a gerund as the object of the prep. phrase.

For example, should a sentence have: to achieve (infinitive) or to achieving (prep/gerund)?

Also, how do you find what you've posted. I posted this same question yesterday, and can't find it. HELP!!!!!!
