Use of "in need of"+ Verb/Gerunds in a sentence

In this sentences, does the phrase "in need of killing" mean "that needs to be killed"?

It'd been weeks since she had killed a pest, and she was desperate for a rat in need of killing.

He was hoping she'd turn out to be revengeful ghost in need of killing, but it was not so.
