There is a fountain in the backyard. "There + is" introduces an existence. For example: there is an old man living across the street from me. It is different than "here" and "there" as you has them in your last question

But what about the sentence "I am the principal here at Richmond High" ?
In this sentence "here" merely introduces "at Richmond High".
It is otherwise redundant .
