Use of haven't

Can a question requesting help be answered with, "I haven't time"? I know 'haven't' is the contraction for 'have not' and you wouldn't say, "I have not time". But I have seen haven't used this way many times. What is proper? Thank you.

Yes, but not in North America. "I haven't (the) time / patience / etc." is not American English, but is fine as British English.

American English: "I don't have (the) time / patience / etc."
