Use of have/has when followed by a singular entity.

Which of the following words fits best into the sentence?

Be careful of being followed by a group of spies that (have/has) just been seen walking into the adjacent building.

I understand how "has" is used with the singular "group," but re-reading the sentence with "has" does not seem to flow right to me.

"Group" is one of those nouns which can go either way, depending on how you think of "them."
In your example, they're obviously thought of as individuals.
