Use of "has/have/could"

I was completely flummoxed to know that we can't use helping verbs like "has/have/could/is/are" etc just after "where/what/how" etc .Is that true ?if it is true then how we use sentences like "where are you from"?"how can i help you"? etc

It's completely wrong. Whoever told you this has no understanding of English and should never be trusted on the subject again.

You have almost certainly misunderstood the source of that information. Please quote the exact statement about these helping verbs, and maybe we can help you understand its true meaning.
