use of "has" for a past act

Is there anything wrong with this sentence?

"To honor this milestone, the Carmelite Order almost five years ago embarked on worldwide 5-year program to revive and propagate the spirituality of St. Teresa."

A colleage said it should be "has embarked"; i disagree.
