Use of had been

I wish to express that an event started since some years in the past, and still holding now every year, is this phrase correct?

"World Cup had been started since year xxxx, and in year 2010 South Africa hosted the game."

There are several options (as is usual with English!):

"The World Cup began in xx, and was hosted in South Africa in 2010."

"The World Cup was first held in xx, and in 2010 South Africa hosted the game." ["competition" is probably a better word, as "game" is singular, and the World Cup is a "competition" comprised of multiple games]
