Use of 'for' and 'to'

I am not sure whether to use 'to' or 'for' in the following sentence

"They demand ethical treatment (for/to) animals"

I understood that 'for'should be followed by a noun and 'to'should be followed by a verb.


But here "animals", is a noun, hence i should use "for". But answer is given as 'to'.


Please explain me.
