Use of Do

While I'm studying English, I have a question.

I have learned this sentence,
"I do not understand how he can go on lying like that and not feel guilty about it."

I have thought this sentence wrong and I think this one right , "I do not understand how he can go on lying like that and <do> not feel guilty about it."

Why is the first sentence right?
