It's very common to use deliver this way in Indian English. Is it natural to native ears?
He is a very knowledgeable teacher but he can't deliver. (Cannot pass the knowledge, make the students learn, etc)

It sounds slangy. I think our "deliver" is more general than this one. We deliver on things like promises.
