Use of definite articles

Here is a sentence from New York Times:

"Quake knocked out two main sources of the electric power needed for safe shutdown"

Why is there a definite article in front of electric power, when there is no specific electric power but only one general common electric power?

The sentence indeed refers to a specific electric power - the power which is required (in strength and duration) to shut down the reactors.
