Use of "consier"

Hello. I'm asking the meaning of "consider".

1. He is considering taking early retirement.
-> be considering : think carefully.

2. He considers the problem.
-> consider : ?????? (may means think long time??)

3. He considers taking early retirement.

What is the difference in meaning of consider of 1 and 2 sentences?
