Use of congratulations

Which one is correct:

Congratulations to John on his victory.

Congratulations for John on his victory.

I have seen both to and for used after congratulations, and I am not sure when to use which.

First is correct.

Congratulations to my mom....
Congratulations to Bob....
Congratulations to your daughter...
Congratulations to those who won.
Congratulations to my boss...

Congratulations for passing the test.
Congratulations to my mom for passing the test.

Its normally 'Congratulations to a person on (doing) something'. Your first sentence is fine; the second is not very natural.
