Could you please advise whether the below is correct or not, as in response to my post earlier on, Mr. Clive advised me "'times' means 'multiplied by'. You need to explicitly say times what."
I found the sentence in an article of a national daily newspaper. And as we assume an article of a national daily newspaper is likely to be correct grammatically, I am quite confused. That is why I came back to you for reconfirmation. Kindly forgive my ignorance and help me in this regard.
My sentence ( picked up from a Daily Newspaper) : " The access to power rose to 76 percent on the back of an increase in power production by three times in the last nine years, according to the power division of the government."

Here in your quote, it means the number of instances by which something is multiplied or divided: This tree is three times taller than that one. My library is many times smaller than hers.

an increase in power production by three times what? Do you mean eg . . . by 300%?
