Use of comma before "by"

Is the use of comma in the sentence below correct? I don't think it is but my coworker who is a native English speaker graduated from college tells me that it is proper style. Here is the sentence:

This suite of data and analytics provides insight into government market activity, by Industry.

No, use comma when the segment it separate both make sense on their on own. In the above sentenxe it is clearly not needed.
