I have not heard or seen this expression used before. (of course, it may exist) I would use social climbing which refers to the action of someone trying to improve their social status/position by being friendly to someone of a a higher social class. Improving class status (social climbing) is also accomplished by someone attempting to appear respectable (as in your example).
