Use of capital letters.

Dear forum users.

I am writing for some help with capital letters. I need to know if when referring to a committee i should capitalise the first letter of the words which make up the title of the committee, eg

as was previously stated by the Chairman of the Committee for the Protection of Public Health.

I have the same query regarding referring to a chapter of a report.
