Use of best

When we say "He speaks English best" I think there is an ambiguity as to whether he speaks English

better than others or whether he speaks English better than he speaks any other language. So can we remove this ambiguity ?

If you're speaking, the vocal emphasis will remove the ambiguity. In writing, you're better off with "He speaks English better than any other language" or "He speaks English better than anyone else in the class" (or whatever).
