Are these sentences correct and synonymous in meaning? Any suggestions please?

(Talking of school's internal examination)

All teachers were asked to model their papers on Cambridge pattern.

All teachers were asked to base their papers on Cambridge pattern.

Or

Their examination pattern is roughly based on IELTS.

Their examination pattern is roughly modeled on IELTS.
