Use of "attempt"

I came across this style of writing in technical work:
The noun was attempted to be verb to|in|on another-noun.
For example: "The dish was attempted to be placed in the dishwasher.
I am about to suggest that this is very wrong, even for technical work, suggesting this instead:
The actor attempted to place the dish in the dishwasher.
Where "actor" is the person or thing actually doing the verb action.
Is my analysis correct?
