Do they both make sense?
Which suits more in a formal report?

You need to give more substantive sentences! Here are two to compare. I prefer the second.

Miss Thornton does portraits, and does landscapes as well.
Miss Thornton does portraits as well as landscapes.

There are a couple of options, but "and as well" is not one of them.

"X does this, as well as this."
"X does this, and does this as well"
