Use of ...as well as...

Dear ones,
Is it correct to say; ...as well as... can have commas if two different subjects are used? E.g.
Iron is found in India. Coal is also found in India.
Ans 1: Iron, as well as coal, is found in India.
Ans2: Iron as well as coal is found in India.

Which one of the two is correct?
