Use of 'as to'

Hi

Would you say that 'as to' is common in everyday English? Are these sentences natural?

I am surprised as to the decision.

She was confused as to what gift to buy for her mother.

Not good.

Mr. TomShe was confused as to what gift to buy for her mother.

That would be unusual in colloquial American English, but everybody would understand it. It is used properly.
