Use of articles

Would be grateful if you could shed light on the use of article 'the'. I understand 'the' refers to something specific but it seems to be used rather liberally in many publications. Thanks



'the index continued to stabilise, with (the) slight increases in food prices primarily driven by XXXX'. 'the' is not needed as this will be the first time you are announcing the index changes.

'as investors seek refuge from the fiscal problems of (the) peripheral eurozone countries. 'the' is needed as it references the PIGS countries as opposed to other peripheral euro countries such as Estonia. Agree?

'this is a wake-up call to (the) oil consuming countries and to (the) oil producers'. This is a story about OPEC so I assume 'the' refers specifically to the OPEC members?

'over the past year, (the) oil import costs for the 34 mostly rich OPEC countries rose XXXX'. I wouldn't use 'the' as there is no preceding mention of oil import costs.
