Use of article

Is the article required before 'real impact'? I have seen it not used in some cases.

It can have 'a' real impact.

I can't remember ever disagreeing with Mr. M and being right.

But I can't imagine say "It will have real impact" or "Real impact of these cuts is not yet known." I would say an article is required.

It will have (a) real impact. - This sentence is OK to my ear.
The real impact of these cuts is not yet known. - The initial "the" is required to my ear.

If the natural article would be the definite article, a, it is optional.
If the natural article would be the definite article, the, it is not optional (headlines excepted, of course).

If you look at the first page of examples http://fraze.it/n_search.jsp?q=real+impact&l=0, you will see several quotes with the indefinite article, and about as many without
