Use of apostrophes in place names

Should place names named after Saints for example St. Andrews and St. Helens use an apostrophe? If not, should entities with the names of such places in their own name use an apostrophe, for example St. Andrew's Park, St. Andrew's Flower Shop, St. Andrew's Hospital?
