Use of "and" more that once in a sentence

Is the below sentence correct? Does it make sense?

I use twice the word "and" .. also punctuation is correct?

The system's infrastructure shall be highly scalable, fault tolerant, and low cost, and the software systems used to build company's services, preferably be Open Source.
