Use of "and" following a semicolon

We have an ongoing battle in our office over whether a comma should follow "and" when "and" follows a semicolon. My boss wants to use the comma and I want it gone. My argument is that if the sentence were shorter and only commas were being used, then you wouldn't say: Bananas, apples, and, tangerines. Instead, you would say: Bananas, apples, and tangerines.

I wouldn't put a comma after and however trends change and regions change. If you are in the States then I hope somebody there will help you. In the Uk most people wouldn't put a comma after the and however quite a few still do.
