Use of An Uncountable Noun

  • N-UNCOUNT The institution of a new system is the act of starting it or bringing it in. There was never an official institution of censorship in Albania.

I don't see why Collins Cobuild inserted the example in which 'institution' is used as countable. I think this should be: There was never official institution of censorship in Albania.
