Can I say to a group of people, 'great job all'.

Yes, it's possible. If a sentence by itself it needs a capital: "Great job all". However, "Great job everyone/everybody" is more common I think, and is what I would naturally say.

Yes. You have "that" in one place and "the" in another. "Keep up the good work" is the usual expression.
