Use of 'a' vs 'an'?

0Newspapers and other print publications often read something like..."It was a historical occasion." This 'sounds' wrong to me and many others. In fact, in my technical writing class we were taught that in this instance it should be written "It was an historical occasion.". Which is correct?0-
