Would you say that the red part is natural English?
11 o'clock = showing direction
I put the fork on my plate 11 o'clock.

You'd have to say at 11 o'clock. But really, we do't say that kind of thing very much. The only expression that comes to mind is To drive properly, put your hands on the steering wheel at ten to two.

I put the end of the fork at the center of the plate, with the tines pointing to 11:00.
