Use effected or affected

Is this sentence correct as far as using effected? The second recommendation calls for using the Customer Service Plan and Individual Employment Plan as tools to assure goals are obtained and retention is effected; staff training was recommended in this regard.

These words can be a bit tricky even for native speakers. In this case I'm not sure there is enough context to be sure which word is needed.
For example, if the the desired goals involve modifying existing policies then "affected" is correct.
If, on the other hand, the goals involve establishi

It is correct, but it is a very cumbersome sentence.
I think that they mean to imply that a desired employee retention policy will be realized. This kind of "government speak" or "corporate speak"language tries to impress, but only ends up confusing the readers who try to understand the meaning.
