What is the rule as to when an article should or should not be used before a noun or adjective modifying a noun?

Judging from your English, I'd like to say that you don't seem to have major problems in that area. There isn't just a rule, there are dozens of rules, and it would take me too long to present them here. If you want to learn more, I suggest that you use a search engine and find information about the use of English articles.
