I think it means that you should not use raw almonds as a source for making your almond flavouring (I think there are health issues around raw almonds in certain circumstances?)
Sorry, it could also mean an extract (i.e. an extracted substance) that is obtained from sweet almond oil. This depends on whether it is chunked as "[extract of sweet almond] oil" or "extract of [sweet almond oil]".
