Usage/accuracy

In these two structures is the usage grammatically accurate.

1. Their culture says, “Let he who is without sin cast the first stone.”,“Remove the beam in your eye before worrying about the mote in others’.”, down to “Before you accuse me, take a look at yourself” by Eric Clapton.

The period isolated inside the quotation marks followed by a comma. Wasn't sure about 'down to' either as if it was a list of two or more things should it not be -and.

But what other reasons are there for using truncated sentences?

Create tension, haste or urgency – We talk about a short, sharp shock – when we shorten our communication, we give it power.

Simply the use of a capital letter/new clause. Wasn't sure if you could attach something in front of a new sentence in this way.
