Usage question

Hello!

I have 2 questions for native speakers:

1- Can you use the word "claim" in the meaning of "requirement"?

The sentence in question is "According to new EU claims for CO2 reduction....."

This sounds strange to me.

2- Can you say "The qualification of implementing professionals is not high enough" ?

To me, it sounds wrong and I think there would need to be a context what they are implementing. This is from a German text and the word to be translated was "auführend". Maybe you could say "working professionals" or something like that.

Here we go, I would much appreciate your comments.
