Usage of 'visiting'

'visiting U.S. Secretary of State John Kerry'

I have seen the expression and I was wondering if visiting implies progressive tense like a man who is visiting or present tense like a man who visits.

I think that visiting implies progressive tense and we also apply the same rule to 'visiting professor'.

What do you native English speakers think?
