Usage of verb form with a plural noun in a negative statement

Which is correct in the below statements.

"No letters has been delivered by the postman this evening"

OR

"No letters have been delivered by the postman this evening"


I have a doubt if the addition of the word 'No' adds a negation to the sentence and so 'letters' should be considered as singular and should be followed by 'has' instead of 'have'.
