Does the following sentence (I made it up.) mean my boss had been refusing to pay but obliged in July or that my boss had been refusing and still wasn't paying as late as July?
Despite my numerous requests, my boss had not paid me my guaranteed bonus until July, when I had to file a lawsuit against him.
If the former, how can I rephrase it so that it means the latter?

Although I would like to take that as a compliment, that's a groundless allegation. If you look at my earlier postings, which go back to 1998, you will notice I started with very rudimentary questions.
