usage of 'unless'

Can I rephrase this sentence as " EU allows cultivations of fallow land unless for food production."?

It sounds odd if not wrong. Try this:

The EU allows cultivation of fallow land except for food production.

It would be easier and clearer to reverse the statement:

The EU does not allow cultivation of fallow land for food production.
