2. State officials and snowmobile advocates are planning to sue over a court's decision so that they(State officials and snowmobile) can cut the numver of nowmobiles allowed in national parks.
Could you tell me whether my conjecture is right? Sentence 2 is interpreted in the same way with the sentence, "He studied hard to pass the exam."
