Usage of 'to'

1) Can I say "Was he trying to sell you the flowers"? Would "Was he trying to see the flowers to you" be acceptable?

2) Similarly, can "I thought he said that to you" be rephrased as "I thought he said to you"

  • Those are all OK.
  • -- This is wrong because 'said' needs an object: 'I thought he said to you that he was going home.

Those are all OK.

I thought he said to you.-- This is wrong because 'said' needs an object: 'I thought he said to you that he was going home.'
