Usage of tie, and preposition

I've found some unfamiliar grammer while reading text book.

Q1.

Levels of confidence, sampling error and the width of the estimation interval are tied sample size.

///Shouldn't preposition ' to' be followed by tied ?

Q2.

Suppose that you want to estimate the average age of all Boeing 737 planes now in active domestic service.

///Shouldn't preposition 'for' be followed by active?

for example....

-when 'for' is followed by word 'active' : 'in active' modifies 'Boeing 737 planes'

-when 'for' is not followed by 'active' : 'active' modifies domestic service'

There's no problem understanding those sentences, but when I put myself in a position to write and apply those grammetical structures, I see myself struggling.
